This deck is based on Jacob Van Lunen's recently posted budget deck on Daily MTG. I made it less budget, by adding some better cards. Here's my list:
Creatures [8] 4 Neurok Commando 4 Kiln Fiend
Spells [30] 4 Lightning Bolt 4 Arc Trail 4 Burst Lightning 4 Staggershock 4 Preordain 4 Gitaxian Probe 4 Mana Leak 2 Spell Pierce
planes walker [2] 2 Jace Beleren
Lands [20] 4 Scalding Tarn 8 Mountain 8 Island
Sideboard [15] 4 Crush 4 Flashfreeze 3 Perilous Myr 2 Into the Roil 2 Surrakar Spellblade
The deck is a sligh deck that generates stupid card advantage through, Preordain, Gitaxian Probe, Jace Beleren, & Neurok Commando. Because of the low curve, it allows for less lands meaning more draws will be spells. Sideboard...Crush comes in for CawBlade (probably -4 Lightning Bolt). flash freeze for Mana Leak against Valakut and Eldrazi Green. Perilous Myr for white decks that run Kor Firewalker. Into the Roil can come in against a variety of decks,, but is primarily there to bounce Leyline of Sanctity and even Deceiver Exarch. I would bring in Surrakar Spellblade against decks that do NOT play any spot removal.
Let me know what you think.

Ok, I play tested last night and the deck kinda sucks against heavy aggro. I probably made some mistakes, but it is a tough deck to play well.
I made some major changes, deciding to play off a "trinkets & treasures" theme I had rolling around in my head. By taking advantage of Treasure Mage and Trinket Mage, I can generate more card advantage. I think these cards are very undervalued...to me they are like the blue version of Stoneforge Mystic, with more limitations and more versatility.
For trinket mage, I chose an initial package of Basilisk Collar and Expedition Map. Expedition Map? Another undervalued card, it lets me search for either Tectonic Edge or Mystifying Maze. I specifically chose not to include Tumble Magnet in my build, because of the Maze (this may be a mistake, but only play testing will reveal). In sideboard, I included a copy of Elixir of Immortality (for aggro) and Brittle Effigy (for fatties).
For Treasure Mage, I chose a small creature package of Wurmcoil Engine and Moltensteel Dragon. I REALLY want the dragon to work. The idea of playing a 4/4 flier with fire breathing turn 4 after I fetch him with Treasure Mage seems appealing and puts some pressure on the opponent in a control deck. In the sideboard is Mindslaver (for control) and Soul Conduit (For aggro decks...again I need to test the speed of this card, but it could be potentially devastating to the aggro player to swap life totals late game).
I also added to more copies of Jace Beleren. Before anyone suggests I play Big Jace, I don't have him and have no intention of getting him. If someone wants to let me borrow four copies long term, let me know. Here's how the list shapes out:
[Creatures] 9 2 Trinket Mage 2 Treasure Mage 2 Inferno Titan 1 Frost Titan 1 Wurmcoil Engine 1 Moltensteel Dragon
[Spells] 4 Lightning Bolt 4 Mana Leak 4 Preordain 4 Gitaxian Probe (Manny, you are right...awesome card) 3 Mana Leak 2 Spell Pierce 2 Slagstorm 1 Basilisk Collar 1 Expedition Map
[Planeswalker] 4 4 Jace Beleren
[Lands] 26 4 Tectonic Edge 4 Scalding Tarn 2 Mystifying Maze 9 Islands 7 Mountains
Sideboard: 4 Crush 1 Mindslaver 4 Flashfreeze 1 Spell Pierce 1 Deprive 1 Brittle Effigy 1 Elixir of Immortality 1 Pyroclasm
The plan is simple against Caw-Variants...bring in Crush and Mindslaver. Maybe an extra spell pierce for Planeswalkers. Brittle Effigy is also useful against equipped creatures.
Against Splinter Twin, bring in additional counters...Spell Pierce and Deprive. They want to resolve their combo turn 4, which is a tap out move. Spell Pierce or Mana Leak. The Deprive provides another hard counter.
Against Aggro, we need to keep our life total up, Elixir of Immortality is important here. Soul Conduit may provide the late game swap that would be very difficult for aggro to deal with. Bring in one more Pyroclasm to handle lots of little dudes.
Ramp decks see Flashfreeze and maybe Brittle Effigy to deal with creatures like Ulamog and even titan-like fatties.
Comments are welcome. I can't wait to play test this deck!

For some reason, I put 4 Mana Leak and 3 Mana Leak under spells. My counter package is 3 Mana Leak and 2 Spell Pierce, with 1 Spell Pierce and 1 Deprive in the sideboard.

Ok, the deck still wasn't good in yesterday's standard tournament. It loses pretty easily to aggro decks. I made some more modifications, most notable removing the Trinket Mage package in the mainboard.
[Creatures] 2 Treasure Mage 2 Inferno Titan 2 Frost Titan 2 Moltensteel Dragon 1 Wurmcoil Engine
[Spells] 4 Preordain 4 Gitaxian Probe 4 Lightning Bolt 3 Mana Leak 3 Tumble Magnet 2 Spell Pierce 2 Slagstorm
[Planeswalkers] 3 Jace Beleren
Lands 8 Islands 7 Mountain 4 Tectonic Edge 2 Mystifying Maze 3 Scalding Tarn 2 Terramorphic Expanse
Sideboard: 3 Crush 1 Mndslaver 1 Trinket Mage 1 Brittle Effigy 1 Hex Parasite 3 Flashfreeze 3 Pyroclasm 1 Jace Beleren 1 Spell Pierce
Against Aggro, I found the best strategy was to board out all my counters for extra removal, like Pyroclasm and Brittle Effigy/Trinket Mage. Against Tempered Steel decks I probably keep the Spell Pierces handy for the enchantment, and even add one more, but lose the Mana Leaks in favor of Pyroclasms.
Against CawBlade, my strategy would be to +3 Crush, + 1 Jace Beleren, +1 Trinket Mage, +1 Hex Parasite, +1 Mindslaver, +1 Spell Pierce...-4 Gitaxian Probe, -2 Slagstorm, -2 Moltensteel Dragon
The Splinter Twin decks vary. Some play Jace TMS, which means I include Trinket Mage and Hex Parasite, along with the extra Spell Pierce. My plan is to hold onto countermagic and disrupt the combo.
What are some of the other decks you might see?
