This deck should be able to dig and cast pretty effectively. Ponder, Desperate Ravings, Forbidden Alchemy, and Tezzeret's Gambit all draw cards, even at instant speed.
How does this deck win? Truth is, I'm not really sure. I think with Chandra and all the damage dealing spells, we could finish a game pretty easily. Bump In The Night deals a whopping 6 for one mana when copied with Chandra. I'm on the fence about Shock. It could be extra copies of Volt Charge or Incinerates.
Chandra's Phoenix seems like a natural fit in a deck like this and the recursion makes it feel like it plays more than 4 copies. Snapcaster Mage makes things stupid with a Chandra on the battlefield.
Mana-wise, this deck is pretty beautiful. Yeah, its three colors but nothing costs more than 1 colored mana, except the Phoenixes. Even Chandra should be easy to cast.
Maybe lands would be something like this:
4 Blackcleave Cliffs 4 Darkslick Shores 4 Dragonskull Summit 4 Sulfur Falls 3 Mountain 1 Island 1 Swamp 2 Ghost Quarter

Alternate list cuts Mana Leak and focuses more on Burn/Kill. It may be better

4 Chandra, The Firebrand
4 Snapcaster Mage 4 Chandra's Phoenix
This may be a little more focuses. I like the synergy between removal spells and Brimstone Volley. Copy it with Chandra if the Morbid ability goes off and do 10 damage for 3 mana. Not too bad. I still like Shock over Incinerate for cheap burn.
